Application Software Package – Tax Information System (APV DIS)

The application software package of the Slovak tax information system (APV DIS) is one of the most significant information systems developed for the state administration body and simultaneously the most extensive software application of the Slovak Republic assisting more than 5000 users of the Tax Directorate of Slovakia. It has been designed as an integrated multi-level complex information system ensuring continued high performance tax services. Complexity implies functional and data interconnection between all the APV DIS systems – Tax, Administration, Economic, and Legislation. The complexity lies within the inter-operability between the Slovak Ministry of Finance, National Bank of Slovakia, Slovak Post Office, Trade Offices, etc. The APV DIS is regularly updated to conform with the legislation of the Slovak Republic, users‘ requirements, and other significant projects in development.

Substantial projects and solutions within the support and extension of the APV DIS in 2005:

• APV DIS hardware consolidation project with the aim to improve system operability for the users through the improvement of the technology infrastructure of the production environment applied with APV DIS,
• APV DIS (KDT) data consolidation project launched at the end of 2005 with the aim to enhance the data and functionality provision indispensable for tax bodies to operate efficiently. A higher quality level has been achieved throughout the innovative APV DIS solution in operation,
• Innovation project resulting in the preparation of an application and programme package for the tax administration – iDIS,
• Administration and maintenance of the tax administration internet portal within the eTax project,
• Continuation of Datawarehouse (DWH) project supporting the provision of data for the data warehouse,
• Development of a sorting algorithm for updated data received from the central trade register.

Substantial projects of the APV DIS extension in brief:

VIES project successfully advanced with the provision of information about VAT payers within the EU member states and implemented the necessary requirements indicated within European legislation. A common EU level structure and functionality was implemented for data access. This data was provided by the European Union member states meant for administrators and tax surveyors. Functionality for the declaration of statistics was completed and new forms were incorporated. In 2005, the opening stage for data provision from the so-called B2B communication related services was initiated. This would be a carrier project of the VIES system in 2006.

Novitech, through the eTax project, offered as first supplier on the Slovak market, via the www.drsr.sk portal, a guaranteed and legally supported electronic signature for electronic communication between the public (taxpayers) and the state administration. The portal offers access to tax payers’ information with personalised data access without the need for direct communication with the tax office or tax administrator. The portal offers services to the public which facilitate communication between public and the tax administration body. Data is updated real-time and is available both during and outside normal office hours. It should be clear that this project significantly contributes to the modernisation of the state administration, particularly tax administration, and has been positively reviewed within the experts’ community.

Recently the high quality level of the Novitech Tax s.r.o. solutions have been rewarded with first prize in the category of new services at the ITAPA 2005 (www.itapa.sk) Congress.The organization awarded the prize for the eTax project implementation within the Tax Directorate of the Slovak Republic. The subcontractor within the provision and implementation of this solution is another member of the Novitech Group, pFlow s.r.o., which specialises in similar solutions.

With effect from June 18, 2004, Novitech Tax s.r.o. took over all rights and obligations relating to the supply of (new) services within the APV DIS for the Tax Directorate of the Slovak Republic. It is a subsidiary of Novitech a.s. An integral part of the assumption of rights and obligations was also the transfer of current contracts with the Tax Directorate of the Slovak Republic from Novitech a.s. to Novitech Tax, s.r.o. This move was necessary in view of the restructuring of Novitech a.s. with the aim to integrate direct contracting relations within the company which is performing such activities to a great extent.
